The roots of the dispute can be traced back to the colonial era when the British administered Sudan and Egypt as part of their empire. In 1899, the Anglo-Egyptian Condominium Agreement established the 22nd parallel north as the border between Egypt and Sudan. However, in 1902, the British decided to administratively place New halayeb under Sudanese control due to its closer ties with the Sudanese population and ease of administration.
